Are my files uploaded anywhere?

No. The page uses your browser's own image engine. You can disconnect from the internet after the page loads and it keeps working.

Which format should I pick?

WebP is usually the smallest at the same visual quality. JPEG works everywhere. PNG keeps transparency and sharp edges but is larger for photos.

Is there a size limit?

Only your device's memory. Very large images (over ~50 megapixels) may be slow on phones.
